I think you can only change it if you are able to verify your account using your personal mobile number.They will send you a code and you'll need to enter that code on your google+ account in order for you to change your name.

If there is a custom URL available for your account, you will see a banner below your name on your Plus profile. Click the link in the banner. You'll see the custom URLs you can choose from. Next to "I agree with Terms of Service," click the check box. Click Change URL.

To change the G+ profile username, you have to complete the 10 posts and 10 or above followers to your profile page then go to manage to then click on then you will be able to change your G+ Profile page URL and follow the step mention above by the orangeedu
