Suppose I am owner of Thousand sites and when i makes again one other new site and get backlinks from my other thousand site to this new site.
Then will it help to my new site and how google will treat it?
Any suggestion?

If Google identifies all the websites belonging to you (Adsense code, whois, google analytics etc.) + not related in content/topic.... Effect will be less

yes definitely it will have good effect and moreover Google will also like it. Google automatically count a  backlink of your new site. but remember domain name must be different.

If Google finds that you are using same URL then it may be a problem, better to use different URL's.
