Why we use disallow tool in google webmaster..?

First of all, it is "disavow" too, not "disallow". Secondly, it is used to destroy black hat and spam backlinks which you generated for your website.

Disavowal tool allows publishers to tell Google that they do not want certain links from external sites to be considered as part of Google's system. So,  google not consider poor/spam links of your website.

I suspect the link juice is removed but the anchor text on them still matters.
