Some what onpage is required. For one of my client before we made their whole website live we started their offpage work with onepage

You should first have good onpage. as better onpage makes website of good quality. than quality off page work give it additional boost

its not true. my many competitive keyword are on 1st page for Google but nowhere in top 100 in yahoo and Bing.

title is i would say very important. Description somewhat. If you are optimizing for Google Its fine if you would not even include that it will take your content portion as description

you should search some good niche keywords for your and write on them. If your blog will have good position in search engine it will help for organic result

well i think it was something matter of past. Now scenario has been changed. Ranking depends on so many things. Let me share you my exp. my site was ranking on 1st page 7th position in Google on very high competitive and search volume 2 phase keyword while it was no where in my meta and content. i wanted to bring more on top so i added that keyword one time in title and 2 times in content with great surprise that keyword is on 3rd page.

Top SEO forums cant only guide you but can solve your major problems even
