No you can't use it because it leads duplicacy.

Ideally, you should try to use description tags which are unique and related to your web page... otherwise it won't hurt your rankings to use same description tags for your similar websites.

As per my knowledge, using same content for a website will fall under duplicate content issue and whenever it caught by search engine it is considered as spamming. So try to avoid it and use unique content for your site.

you cant use same description for your similar site because according to google webmaster's guidelines each page should have different set of meta tags. If you use same meta tags for your similar site , you will not get benefited of using description tag
