Yes, it's right, but Quality is more important than quantity. If you have back links from .gov, edu. Etc websites. It's very much important to ranking well in search engine.

Yes i also agree with it that in SEO,quality backlinks are important.While creating links we must pay attention on this that we are giving our links in a relevant category or not.

I agree with you lots of back link is not batter way for search engine ranking but good amount of quality back link is way for top search engine ranking. Anchor text is also good technique to get quality back link from authority sites. As per Matt Cutts limited SEO with organic techniques is way of success in search engine ranking.

 Anchor text is tha clickable text with the keyword or the phrase where we can insert a link. When that particular keyword or the text is clicked the particular webpage URL linked with the text is opened.
