According to me, Forum discussion is the effective tool in compare to directory submission.
Forum backlink is more effective than directory backlink. Also forums will attract more traffic than directories. Directory links have very little value when compare with forum links.

Forum back links. I have never liked directory submissions that are FREE. I have never had them index well or become dofollow. I gave up and still like forum back links.
