If it is a link towards your website, you can simply ask the administrator of the other website to simply delete the link.
If the administrator cannot be contacted, you can simply use Google`s disavow tool to get rid of the link.

Toxic links used to play an undermining role and harmed the SEO of site. But, there have been changes and Google no longer takes into account the bad links or low quality toxic links into account. This is because sometimes your competitors gave you bad back links just to move you down on the page rankings which meant even if you had not created the link you will be punished. With new changes being roled out they won't have a negative impact. But, if you want to play safe here is what you can do

Contact the website owner and request him to take it down.
Add the link to Google Disavow which will ensure even if the link is there Google won't count it in the list.

To neutralise the toxic links either contact the webmaster from those toxic link sites or disavow using Google Search Console.

We can neautralize toxic link by using disavow option in our google webmaster. A disavow file is simply a list of domains that you submit to Google via your Search Console account, indicating that you wish for these backlinks to be ignored.
