Yup, IMO it is still helpful in SEO. You should submit your directories into those directories which are indexed by Google. Don't go with bulk submissions.
Yes, but the directories are related to the site also have some Page Rank then the submission is beneficial.
The Google Penguin updates not for directory submission or any others off page activity so don't confused about that because Google Penguin updates are only for stop spam and removed low quality website at first page search results.
Yes definitely, If you are getting back links from high page rank and Do Follow link attribute. Directory gives us Do Follow back links it takes time to give you approval but it would be really beneficial for your linked webpage.
No need to worry, directory submissions still play a prominent role in SEO.

After penguin update you have to take care about page rank,relevant category of directory sites.You have to submit your site on that directory sites which are of high page rank,do follow,and relevant category.Then it will be good to do directory submission....:)
After the penguin update it shows that Local links usually from directories are a big help on pushing the rankings of the site.
do directory submission with high page rank sites and submit your link with your relevant catagory. :)
