Hello..
The term link velocity refers to the rate at which backlinks to a site are accumulated. This can sometimes be an important SEO factor. But with that you should also take care about the quality link building.....:)

Link velocity means the speed of links which you are getting in your site. But the most important thing for link velocity is that are these links steady flow in your site continuously? If yes then your link velocity is the best then you have and if not then it is worst thing happen to you.

Link Velocity is refered to the rate at which you are building backlinks to any specific URL or domain.
