Both techniques has its own advantages but if you want to get fast links then social bookmarking is better because directory submission takes more time to approve links and social bookmarking also helps to improve your page indexing ratio.
So as per my view social bookmarking is better compare to Directory Submission.

Personally for me, social bookmarking has better results and is more effective than directory submission. I really doubt that many people use directories - only bots.

Both methods have their own benefits on your SEO campaign they can both drive traffic to your site and give your site a backlink. The problem with directory submission it take sometime before you can actually see the result since it takes time before the site your submitted gets approved if you did a free submission.

I would prefer both. Social bookmarking help us to get more visitor to the website. It also helpful to get rank over search engine website. Directory submission gives same result.

social bookmarking is specifically for sharing interesting sites and articles while directory submission is just submitting your site to web directories.
