Link building - promoting your website by publishing/exchanging/buying links, link analysis, link disavowing. It is everything you can do with inbound links for making your website rank higher in search engines.

Link baiting - is a process of creating/publishing interesting texts - those, which will attract visitors. If it is catchy, readers will most probably visit links you include in the texts.

Link building is the process of creating backlinks on various websites by using various SEo techniques. Link building includes, directory, listing, blog commenting, guest posting, and many other methods.
Whereas the term link baiting means creating and publishing such content on your own website which attracts other websites to link back to your webpage. For example if you created a webpage with some hard to find information and statistics then there is a high probability that someone will link to you as a source and you wont have to pay them anything.
