Why google hate article submission

Google hates duplicate content not article submission, if you submit unique article in single web page than it's ok but if you use same article in different article submission website than it generate the web pages which have same content Google consider it as a duplicate content it is also known as black hat SEO technique so always try to avoid use of duplicate content
