Hence with good SEO optimization, webmaster used to get success for gaining rank with various off page activities. So there was still chance that websites with low quality content appeared in result.

To make difference, it has introduced penguin update which works on filtering sites based low quality links form other website. If you are getting links from irrelevant websites, you would get your ranking down. So all the sites which gets keyword ranking with low quality links conducted in good quantity would get affected. 

Penguin penalize website that directly target only search engine for ranking.

Yes i am aware about penguin Update, it really affecting the site.

Yes i am awared about this update of google which is against over optimization and trying to stop web spamming.

Now even penguin 1.1 is also in market.

Thanks for adding to my knowledge of penguin update. Penguin 1.1 has also arrived.

Penguin is very strict. Websites should be made thinking of users only and not for getting rank in google.

I know about the google Penguin...

Penguin Penalizes only those sites which have low quality link building. So, according to me, we must always believe in Quality. Always choose relevant, quality and informative sources for link building.
