How many(approx) back links required to get pr3?
I am not entirely sure. But can you e.g. get a couple of links from PR4, PR5 and PR6 sites, then you are quickly closing in on getting PR3

There is no specific figure that I can say you exactly, it actually depends on how many links you get from quality high PR sites...
To get a PR3 you'll need around 500 or so backlinks with PR1, or 100 or so backlinks with PR2. The higher PR the backlinking site has, the fewer links will be necessary. It's a rough estimation and is probably not accurate, but since the OP asked for a number...
Sometimes you might even need only one high PR backlink to get yourself a nice rank (like PR2 or PR3). Other times hundreds and hundreds of backlinks (from questionable sources) won't bring you the desired PR2 or PR3. It depends on the authority of the website/quality of the inbound links.
I am still saying though that it is pretty unnecessary to be obsessed with Google's Toolbar PR. It's nice to have a high PR, but it isn't the real deal, it's not how Google really ranks a page nor Google's real opinion of it.
The goal should rather be a high ranking in serps.

we can not say exact how much backlink will give you PR3 because it depends of quality work .there are many parameter to give PR .It always consider quality work so always try to do quality work.
No one can Guarantee or Say about these figure totaly depend upon what u have work for Link building and From which sites they are coming

* Do not utilize the same anchor-text (this is an ensign for Google)
* Do insert some links (ie the anchor-text can be your url, "click here", cool website – why? this is good as usual!!)
* Also make some nofollow links
I also agree that there is no sure way to know that how many links are required to get PR3. The two most important things which are really good to get higher page rank is to do quality link building and to regularly update your site content.
nobody is sure about the number of backlinks for pr3...the thing is better the quality of backlinks better will be the page rank. this is theory behind the page rank.
It doesn't only depend on how many links but also the quality of your links. The number depends on many factors so it is hard to say an exact number.
As I know,quality links required for high pr rather than number of links so always get links from authoritative sites.

there is not any exactly figure of backlinks to get PR3. It can be done by increasing the quality backlinks from various .com, .edu, .gov and .mil sites. Don't concentrate on the page rank instead concentrate on increasing backlinks. Google will update your PR based on the backlinks of your site.
I think it is dependant on what the quality of sites linking to you are.
I think you would need 50 PR 3 links or 100PR2 links or 500 PR1 links to achieve that. I am not sure but thats how I got my site ranked.

I am not agreed on your answer, because one of my site has more than 100 back links but its PR still 0, while one site has only near about 200 back links and have PR 3.

There is nothing any exact number for getting page rank on 3 or 4 etc. But it depends on work and how much back links and uses of that posted link. If it success to getting more traffic & more visitor are there than It gets easily up its page rank.
There are not specific target through which you can get the PR3 rank for your website. You have to generate the backlink for your website site until you can not get the PR3 rank for your website. Once you can get the PR3 for your website not stop for generating the backlink otherwise you can lose your rank.
To obtain page rank 3 for your website you must obtain links with page rank4 or higher. Links must be do-follow so that they pass link juice to improve page rank. Just make sure don't build links only to manipulate page rank that may hurt.

In my experience I dont really want to be high PR. I want my keyword top in Google.
