But For Google which one is more Important?

It is not like that you have an idea about seo, you have to do both of them to get rank your site
off page seo is backlink making and on page seo is related to your site looks, title of your post, meta description, meta title and other things like that if you do both of them onlly in that condition you will get good position in Google search result, both are equally important for site ranking.

Off page activities are support for promoting your website, so on page just not enough for getting desire rank in Google. If you want your website more visibility on Google or other search engine then you must do off page activities. Google is very much grave about selection of keywords, uniqueness of content, total and quality inbound links. These all things can be done with the help of on page and off page activities.

If you are doing seo then quality and fresh content is more important thing because Google gives more value to quality and relevant content.

It's all about authentication. Google only consider quality work. We always use quality content for the website and regarding promotion. Never use any spam activity and link building strategies.
