I am thinking about extending an "all recipes online" website with a cooking recipes phone app. You would be able to look up recipes and cooking instructions (maybe with step-by-step images or videos) directly on your smart phone while in the kitchen.

Yes, It would be an great app. If an app for the different recipes would be available than people dont have to look to different cooking website. It will be a great initiative.
I once had an idea for such an app but on deeper investigation i found out that people usually search for recipes on YouTube rather than reading about them on sites. This is why i suggest you focus on including cooking videos in your app.
