Print Page - Where are Shortcuts?

I just upgraded to Launcher 2.3.3 number 3. I am running in portable mode, with Launcher in a side folder and not in Program Files.
It starts OK but does not use the shortcuts in the side folder from where it launched. The shortcuts are there, just not being read. I've searched for other shortcut files and can't find any.
Where is it reading the shortcuts from?

Between the two links I was able to fix my issue. Thanks. I had forgotten all the portable steps I used before.
