I don't know what do you mean by 'best' but for me...best is to do it consistently using your own good hands (i mean no automation). Here's more about it:

Both On page and off page are important methods in SEO. On page optimization means, Some related changes in website code to get rankings higher in search engines...
Off page optimization means, To perform the off page activities without making any changes in website code. In other words increasing the backlinks and promotion of the website by doing Off page activities (Article posting, Bookmarkings, Link Building, Forums, Blogs posting etc...)to achieve the rankings in search engines.

I think that all SEO methods are important and should be considered carefully. I think that article writing and blog commenting on relevant sites. 

Both on page and off page are important for SEO, once you have complete on page optimization start different off page activities but to get good result make sure to use quality websites and relevant websites for generate back link to your site.   

Hi, SEO is very vast and in SEO we do many processes. Each process has its own importance for keywords. So, we can't tell which process is best. Just you can do your work and automatically results will come.

You cannot know which is the best method in SEO untill unless you experience it. In my opinion best method is to follow all the guidelines and ethical ways in doing off page submissions.
