Some day's before i try one site working bookmark but some time complete doing registration then Login SO this time submit URL this time not yet bookmark show Your URL & site Blocked. What's problem....?

May be it due to spamming or your IP, because some bookmarking sites don't allow particular countries IP address and usually block every spammer.

Some sites not allow to unrecognised users for book marking and commenting. So check again with different sign in and location.

You are right dear. I have also faced this problem.
But i am confuse because bookmarking sites blocked only home page. I have submitted inner page of my site, then it,s working properly...
