Do you submit your site to directory, social network, comments blogs etc. everywhere to rank across many countries?

why the hell on earth I should get my site indexed in /it or .fr if my targeted region is pure English. For more relevancy, Google owned different country specific domain to display result more relevant to audience of specific country. If someone in France would search in English or information form other countries, Google would list all possible results form its data center in English. So  it has auto indexing mechanism which indexed websites as per their theme and geo location.
