I Would Like To Know That How does Google Penguin work?

Essentially it works by penalizing websites that violate Googles's Guidelines.

Example: Patrick's Pizza Website has 40 links pointing at it. 39 of them I purchased from a blackhat forum, 1 of them is a nice editorial link. Google's algorithm is able to determine that those 39 links are spammy and if they do decide its bad enough will enable an action or "penalty" on my domain which will bump it down in the rankings sometimes just a page or 2 sometimes more.
