1. Robots.txt file excludes that page/folder by mistake.
2. URLs contain excluded parameters.
3. Content that is inadequate or duplicate of other pages
4. Not enough inbound links to trickle interest deep into the site
5. No link to that page exists on an indexed/cached page
6. Navigation that cannot be indexed.

It's possible google could have problems with the sitemap. You could try using one of the other methods google suggests for validating your site. First you'd need to 'un-validate' the site in webmasters. You might even have to remove the site from the list and add it back in again. Then choose the first validation option - which is to download a specific html file and use ftp to upload that file to your site root. Then click the 'validate' button in webmasters. If google finds that html file it will say 'success'. If it fails, you've put the file in the wrong place.
