 The Disavow tool
It allows you to request Google to ignore bad links.

The Disavow tool. It allows you to request Google to ignore bad links. There might be a better answer to this, but you didn't mention why you think your website is penalized.

Yes, There is a disavow tool to reconsider a penalized website.
