How far does article submission improve SERP? Are there chances of getting quality links from these article submission activities?

These are not article sites, they are social bookmarking sites.

Some good article sites are:

1) Ezine articles
2) Wiki-live
3) Zu- articles
4) Ezine4i

Not much...Panda slapped many low quality article directories into the depths of SERP results...And with Matt Cutt clearly stating "I am not a huge fan of article marketing", I would not encourage you much on this old school technique for link building... Blogging, guest blogging, social bookmarking and link baiting appear more effective backlink building techniques to me. But, if you are really intent on article marketing push them through a few high quality, dofollow directories only.
