Can anyone tell which method i.e. On page method or Off page method  is the  best to improve the page rank of the website????

First of all,Good Question :)

As I know,if your targeted keyword has low competition then you can achieve top ranking only help of onpage.

According to me, you need to evaluate and utilize both factors of on-page and off-page optimization to improve the Page rank of the website.

On page method is first step of SEO which all webmaster should look into. On page method is not only useful for rank well in a search engine but also useful for increase the overall readability of your website for your website visitors.

Off-page optimization refers to factors that have outside of your website to improve your rankings and visibility for your customer. Off page optimization is useful for link building work.

In simple words you can say that On page optimization is analysis relevant keywords for website whereas off page optimization is promoting a website in search engine.

Yes, i also recommend first complete your on page and then go for off page. Keep one thing in mind there are over 200 factors that Google considers while it comes to give page rank to website and these are not only from the off page but on page factors are also there. You should have good knowledge of both methods for better result I would say, on-page and off-page optimization.

Off-page optimization takes time so you have to think of this and you have to work continuously for better result.

On Page SEO is optimising your own website for the search engines. For example, designing the website so that there is a good, clear menu structure. Giving your website an appropriate title. Keeping a consistent topic throughout your website. Not duplicating content, or copying it from a other site.

Off site SEO is about building in bound links to your website, through Social Bookmarking sites, adding comments to people's Blogs and including your website link in the comment etc etc.
I have started using Social Monkee which automates some of the off site SEO. It's also free, which is good.

All Off page optimization is helpful. Off page Optimization includes article submission, blog posting, forum psoting , social bookmarking and classified submission etc

Both on page and off page are vital to effective SEO. Off page SEO has to do with getting links from other places pointing back to your site. On Page Optimization factors content and keywords are of little help in telling the search engines what your website is about.

Listen dude On-page SEO is very important rather then Off-Page, we can't improve our keywords ranking with-out On-page.

Off page totally relay on on-side seo.If your on-side seo is not complete then there is no need to do off-side seo.

According to me both are necessary as without applying both method it is very difficult to get website in top 10 or tor 5.

Both are necessary because off- page seo booms your site in SERP, while the on page seo gives the direction to off- page seo works

Yes both are necessary.Firstly we should focus on On page factors and after that we should focus on Off page factors.I will give 9/10 to On page and 8/10 to off page factors...

On-page is probably the simplest of these two aspects of search engine optimization. It relates to the elements on the web page itself. That is, the words, and what importance is given to the words on the page.
Page optimization relates to the links from other sites coming into the web page in question. For a page to be listed high up in the search engine listings,you have to be what the search engine judges an "authority" site.

On-Page SEO: This refers to anything you can do to improve your own website like: Meta-tags, content, navigation, cleaning up errors, internal linking, alt tags, heading tags, sitemaps, etc.  Off-Page SEO: This refers to what can be done outside of a website to maximize its performance for specific keywords/phrases by acquiring backlinks.
