Yes it's true and also recommended by many webmaster to utilize white hat SEO because it beneficial for long time run. However, it takes some time to give effective result but after that you just have to keep update in your site to maintain it's ranking. On other hand Black hat SEO can increase your ranking and visibility but only for some time, don't expect so much from this method because it involves nontechnical techniques which is against of search engine rules.

I'll strongly recommend to use only White hat techniques and obey the Google's guidelines, it will help to get good on SERP.

SEO is now only one option to make your web presence. If one is holding it's site and want to appear on the front page of search engine than one have to take the help of SEO to get it.

We should submit out sites to a very good trusted sites only then we will be getting quality backlinks from that site.
