Outbound links are links from your site pointing to other site. A different way to say inbound links is backlinks and a different way to say outbound links is internal links.
Interlinking is the method of making connections inside a blog or a site. The other method for connecting is inbound connecting which implies outside sources are connecting to your site.

Backlinks are URLs placed on a webpage with the help of keywords hyperlinked to redirect traffic to your website. These backlinks are helpful to build keyword ranking and also generate traffic from them. They are also known as inbound links.

Outbound links are those that point to external domains from your website pages. These links are responsible to take away link juice and also traffic away from your website. Therefore too many outbound links are harmful for your website.
