Your advertisment loads in the website and it displays to the user, that is called as one impression. you can't have single clicks without an impressions. User need to view your ads before they can decide whether they need to click or not.

An impression is a view. When your ad or website loads and displays in front of user, known as impression. A click, simply enough, is whenever a user actually clicks on your ad or website.

An impression is counted each time your ad is shown on a search result page or other site on the Google Network. Each time your ad appears on Google or the Google Network, it's counted as one impression.
