Do all these activities.
1.   Directory Submission
2.   Forum posting
3.   Article submission
4.   Link building
5.   Press release
6.   Blog commenting/comment
7.   Social bookmarking
8.   Social media optimization


As google read your sites pages and also analysis site content, the visibility of your site will be increased in SERP (Search engine result page)

Also, in the list of denniemark, add Web 2.0 sites such as Hub pages, Squidoo and word press blog.

3. Strategize your link building plan
4. Social media marketing
5. PPC Marketing
6. Monitoring the performance
7. Your site is going to hit the SERPs if you work on socialising

If you start a new site then try to get indexed in search engine database as soon as possible. For getting indexed you have to use some off page activities like Directory Submission, Social Bookmarking, Classified Submission, Article & Press Release, Blogging, Blog Commenting, Forum Commenting, Image Promotion, Video Promotion etc....

First of all do Keyword Research for your website and add relevant keywords in your content - Make sure , header tags. Create sitemap of your site. Configure analytic and webmaster accounts for your site. Submit your site in various search engines.  After that do off-page activities mentioned by denniemark

Be sure to do on-page SEO before publishing your website. Don't make it public before doing that. Then remember to submit your sitemap. When your site is indexed by Google, continue with off-page

Research is very important when you start new site, you should research for keywords and then you on-page issues should be fix because if you have any problem in on-page side then you can't index your site and and can't get good SERP in search engine.
