It depends on the country where you are using. Generally, a most isolated or rural place in the country have 2G connectivity and at the worst case, 12kbps speed can be the average.

Now if you consider ideal speed for loading a page there is no such speed. But yes there obviously the page must be designed considering the least page of the internet users because ultimately internet users are the one who will stay and no one will like to wait for long for the page to get load.

According to 2018 research by Google, 53% of mobile users leave a site that takes longer than three seconds to load, so for a good connection the ideal speed for a site to load a webpage 2 seconds to fetch a single URL
