In the website which your targeting the keywords must in the title tags like H, H2, H3 etc.. then more helpful for the ranking.

Page title, description, alt tags, healding tags and Body text are the most important areas where we can include keywords for the SEO purpose.

HTML contains 6 types of header tags from H1,H2.....H6. Each tag is important in its own.
H1 is the most important tag used for main heading of web page and H6 is the lowest tag.

Keywords should be equally distributed in the content body and also maintaining a keyword density of 2-3 percent to get the maximum benefit in search engines.

According to me, title tag is the best place to put your page's great keywords.
