Sorry for interrupt, but there is nothing like The Most Important (between then). Actually, the perfect mixture of both On and Off Page SEO is must for healthy Sites.

On page and off page both are these similarly important activities of the search engine optimization. On page consists of content, keyword research, Title tag, Description tag, Keyword tag, image optimization, site map creation and many more. Off page optimization consists of link building strategies such as blog commenting, social book marking, forum posting, and so on.

Combination of both On page and off page are important for making position in SERP.

I think you can not compare, because both are very important and effective.

First On page seo is important then off page seo.

off page more, cause i do off page optimization for ranking site

Both are equally important for a website. On page helps to build your website according to search engine guidelines whereas off page helps to promote your website in search engines to generate good traffic.

i think both on page  and off page SEO are important. Single on page SEO cannot get your site at first off page SEO is a way to get your site at first on google.

I'd say off page because everyone will create a page that has relevant content but not everyone will create inbound links.

Both On page and off page are important for getting good position in SERP.
