Structured data is added directly to a page's HTML markup. Search engines use structured data to generate rich snippets, which are small pieces of information that will then appear in search results.

In an SEO context, "structured data" usually refers to implementing some type of markup on a webpage, in order to provide additional detail around the page's content.

Its the stars review structured markup snippets because it significantly increase CTR in search results.

Structured data has been around the SEO world for a while now. It's been an especially hot topic since Google, Bing, Yahoo!, and Yandex created Schema.org to standardize a list of attributes.
