Can I pick someone's brain regarding frames?

I am using a template for a website (essentially its a blog, but I hate that with blogs I can't hide certain posts, so that's why I'm not using Blogger, unless there are other blogging sites that won't show your posts everytime you make one). But like I said, for some reason when I click on "Feline Care & Diseases", it won't target to the main area. I have tried several times to change the target area and it won't seem to work. Every thing I try, it goes to a brand new page. It's been a little while (probably about 7-8 years since I've dealt with in depth HTML and CSS. I was wondering if someone could glance at the coding on my site and see what I am doing wrong. I would really appreciate it. It's a lot easier to know which frame I need to target to when I am making a site from scratch, but I just want to get my site up and running before I do that. Though looking at the code, it doesn't even seem there are frames at all, so I don't even know how I would target to that specific part of the site.

When you choose to have free templates on your website some scripting on it automatically add frame at bottom of the codding. I have developed website on wordpress with free design template and it is working perfectly. So if you are getting lots of problem, prefer to change the website builder.
