The mobile web users and desktop web users have logically different goals and ends. So we cannot offer them the same website. There are some basic difference between the mobile website and the normal website. The first difference is the devices where they run are built on the different technologies. Another difference is the display resolution. Desktop websites are to be viewed on large screens while the largest screen available in Smartphones is 5.3 inches. So you need to cut down the content so that mobile web user may feel at ease while using. Another big difference between mobile website and a normal website is the bandwidth they use. Generally mobile websites need less bandwidth in comparison to normal sites.

I don't understand why will you want a built a separate mobile website as long as your original website design is responsive. Anyway all you have to do is to develop a desktop that have responsive elements so that it easily adapts to mobile screens.

Look internally, too. If you need ads to support your site, you're obviously not going to remove them just because you found out they were ignored in your user tests. On the other hand, if your site primarily runs on subscriptions but includes ads for a bit more profit, you may want to remove them from the mobile version of the site to speed up page loading time and optimize user experience.
