At this time, Dreamweaver is the best software for web design but it is not possible that it will be on top rank forever. Photoshop and Web studio are also good software for web design. So, it is possible to change rank of web design software any time.

You may want to check out Microsoft Expression Web 4 which is quite similar to Dreamweaver. In fact, I prefer it because of its ease of use.
If you are a designer then Dreamweaver is a still best software for you. But if you are a developer you should try open source.
