Title: HTML- need to edit header/buttons once and have it self-populate to other pages

WARNING: I am a VERY basic HTML user.
for reference: www.combustioncycles.com (http://www.combustioncycles.com)
I want to be able to edit the header/banner/buttons on the top of each page and have them in a file in ONE PLACE that all the different pages refer to. So I only have to change it once per edit. Can this be accomplished in CSS?
Or is it simpler than that and i can just have a local reference?
