First of all you have to collect all mobile related information and put all thing on your website with full features of all models. As well you have to device it's in category wise. So yo have to make database with category wise.  As well daily update its new things and news.

Try to use the something helpful and valuable Grid system. That would help you to design the mobile website.

Use Cms's which are mobile friendly,
Avoid using flash (many phones don't have flash support)
The website must support different mobile browsers,

Mobile users expect faster load time than desktop users. Navigation should be extremely easy to use so they can get to information quickly, and pages should load quickly. 

If you starting a new website for mobile and you need some help in mobile website design then first of all keep the navigation very simple and create it more visible.
