 i think White hat and Blue Hat SEO is not different .  Blue Hat SEO is high level than White hat

Weird, in some other places I heard that they called Blue-Hat as "Green Hat" - refers to natural link buildings, natural traffic rate and stuffs. I expect these 2 terms are the same.

What are they saying? Blue hat, Green hat? So what's next Orange and Yellow hat? There is no such thing as that, its only white and black hat SEO.
