Oldshcool black hat technology could be cloaking. (i.e. where you deliver one kind of content to search engines and another to human visitors.)

white hat seo is to do seo work follow the rules
black hat seo is to do seo work in a rude way which would break the rules

Black and white hat are basically SEO techniques.
-White hat SEO is legitimate way of ranking and confirms to SE guidelines. It is time consuming but has long lasting effects.
Example of white hat
-Great content
-Quality backlinks

-Black hat SEO is unethical in SE and is deceptive.
-White hat while black hat is deceptive. It is short lived and risky.
Example of black hat
-Keyword stuffing
-Doorway pages

techiniques comes under the policies of the policies of the search engine are white hat, and which does not comes under the polices of the search engine are black hat techniques.

In more simple words you can say that While hat is a legal activity to increase your ranking whereas black hat is an illegal way to boost your site.

White hat seo techniques follow all guideline and work in a legal manner for increase ranking of site where as Black hat seo techniques are against of rules and regulation.

Black Hat SEO refers to the use of aggressive SEO strategies, techniques and tactics that focus only on search engines and not a human audience, and usually does not obey search engines rules. For example, keyword stuffing, invisible text and doorway pages.

White Hat SEO refers to the usage of SEO strategies, techniques and tactics that focus on a human audience opposed to search engines and completely follows search engine rules and policies. For example, a Web site that is SEO optimized, yet focuses on relevancy and organic ranking is considered to be optimized using White Hat SEO practices.

White Hat SEO is pure ethical SEO technique which is done by following search engine guidelines on the other hand black hat is an unethical SEO technique which is not follow search engine guide lines, White Hat SEO is gives long term result. Black Hat gives a short term result; Search engines may ban your website for use black hat SEO techniques.

Duplicate Content, Doorway pages, Clocking, Keyword stuffing is consider as black hat SEO techniques

White hat SEO complies to the guidelines and rules of search engine. The black hat method does the opposite. Doing the white hat method brings quality backlinks and huge traffic to your website.

Black Hat was usually associated with the bad guys in older Western films, the villain types. It is also used in computer slang and refers to one who hacks and/or creates malicious code.

In short I would say white hat SEO is a Google friendly and easy to work but black hat SEO not give you proper effect.

The Black Hat approach to SEO focuses on doing "whatever it takes" to achieve a higher ranking position. This usually means an intentional disregard for search engine rules in order to achieve an advantage over other sites ranked for the same keywords. Black hat techniques are synonymous with search engine spam, which is basically any method intended to artificially boost a site's rankings and specifically disallowed in the search engine guidelines.
