Yes, you are right. Black hat seo is bad for website promotion because each and every website is under the Google eye. But when does it give punishment, i don't know but sure if you are a user of black hat technique then definitely taste penalty fruit. Once penalized by Google then very hard to come out. Many live examples in front of our eye. So, forget to use black hat tactics and always go with white hat.
Blackhat SEO might bring results quick but they are not steady and Google will detect and may penalize your site.
Basically because SEO is a time consuming process and they need results faster. Black hat is tempting and some webmasters get lured towards it which can prove dangerous afterwards.

Black hat seo is popular but its not a good one. black hat SEo is done by unethical SEO's and no doubt it provides you many benefits but for a short time only, and moreover its very risky to use it because if Google caught you, you have to face penalty for this. If you want to incraese the page rank of your site and wants to have the benefits for a long time then always prefer white hat SEO.
