If it is a link towards your website, you can simply ask the administrator of the other website to simply delete the link.
If the administrator cannot be contacted, you can simply use Google`s disavow tool to get rid of the link.

Toxic links used to play an undermining role and harmed the SEO of site. But, there have been changes and Google no longer takes into account the bad links or low quality toxic links into account. This is because sometimes your competitors gave you bad back links just to move you down on the page rankings which meant even if you had not created the link you will be punished. Contact the website owner and request him to take it down.
Add the link to Google Disavow which will ensure even if the link is there Google won't count it in the list.
