I think it depends on the specific panel of the domain registrar. It should be and it's free. At least I just checked Pananames registrar panel and this feature is called "domain forwarder". Yes, it's free and doesn't require hosting. You can find something similar.

I even think about changing the registrar.... Because this is very important to me.

Yes, you can transfer domains to another registrar. It's pretty simple.
