XML Sitemap is designed for the search engines as it is submitted to the webmaster tools to crawl the website. This is for search engines.
HTML sitemap is designed for humans as they are can clearly see it on websites as an extra web pages and all the visitors of the website  can make use of it for understanding the website. This is for users friendly.

Google crawler doesn't understand the HTML code file as sitemap, to make him understand we code sitemap in eXtensible Markup language (XML). HTML sitemap is for user understanding to surf through the website.
